145 million euros are waiting to be claimed by children placed

It was via a job ad from the Caisse des Dépts that the information leaked. The news was posted by child rights activist Lyes Louffok on the X social network.

No less than 145 million euros sleep in the Caisse des dpts. Information that may seem trivial, except that this sum belongs to the placed children. The information was made public through a job ad put online by the Caisse des dépts, the search for a project manager for protected children.

A payment rate of 42.3%

Contact by The Parisian, the Caisse des Dépts confirmed the outstanding amount of 145 million euros as of December 31, 2022 for 126,371 children concerned. The establishment also specified that in 2022, the average sum was 885 euros for young people in their majority, with a payment rate of only 42.3%.

It is the activist for the rights of the child Lyes Louffok who posted on X (Twitter) a message concerning this sum: I have just discovered that 145 million euros belonging to the children placed sleep on accounts of the Caisse des Dépts.

Indeed, since 2016, the Caisse des dépts (CDC) has had the mission of receiving and protecting back-to-school allowances (ARS) for children entrusted to the child welfare service (ESA). The sums are thus kept until they come of age or are emancipated.

It is a fundamental help for children placed, enough to pay a first deposit or a driving license when they are emancipated. I find it a pity that there is not more communication on this subject when nearly 60% of kids are not aware. It’s their d, added Lyes Louffok.

The Parisian also contacted Charlotte Caubel, the Secretary of State for Children who affirmed that the low rate of restitution of this allowance is well identified by the government. The Secretary of State has thus confirmed that she has also asked the main players, the Caisse des Dépts, the CAF and the General Directorate for Social Cohesion (DGCS), to find a solution that would further facilitate information and identification of beneficiaries. Work is underway to Remedy inequalities in treatment which are intrinsic to the current system. I hope that we can quickly implement a structuring measure, which can act on these two aspects.
