Is the government hesitant to implement its unemployment insurance reform, two days before the first round of early legislative elections? This project, criticized by the unions and by numerous political forces (from the left to the extreme right via the center right), was to be the subject of a decree published in Official newspaper before Sunday, June 30, when the current compensation rules expire.
However, the Ministry of Labor indicated, Friday June 28, to Agence France-Presse, that the text will not appear before Monday 1er July, while the weekend is marked by an electoral reserve period. “The decree will be issued in the next few days to ensure that the unemployed continue to receive benefits.”promises Rue de Grenelle, without giving further details.
“If that’s the case, it’s a surprise.reacts Denis Gravouil, confederal secretary of the CGT. That said, we have no confirmation since the government is completely absent during this election period. » The CFDT also finds the situation confusing. “We are evaluating the hypothesis of a publication of the decree after June 30, while being patient because it is not fully certain that this scenario will happen”, confides Olivier Guivarch, national secretary of the Cedetist central. Michel Picon, the president of the Union of Local Businesses (U2P), is lost in conjectures: it would seem, according to him, that the file is the victim of a “slowdown”related “to the administrative circuit” between the Ministry of Labor and the Council of State. But we cannot exclude that the fact of letting Sunday pass – therefore the first round of the legislative elections – is the result “of a strategy”he guesses.
For Mr. Gravouil, “the government must have finally understood that it was absolutely necessary not to create a new problem with unemployment insurance, which everyone disputes, during the election weekend”. Confederal Secretary of the CFE-CGC, Jean-François Foucard also wonders whether these delays in getting started are aimed at “don’t add fuel to the fire” on a controversial construction site.
Tightening of compensation conditions
