a new assignment procedure that turns into a puzzle

They represent a little known part of the hospital, yet essential to its operation. Foreign doctors, more precisely holders of a diploma outside the European Union, who practice in many departments under different statutes, find themselves this year faced with a major bug, which raises fears of a destabilization of establishments, already weakened by two years of health crisis. In question, the reform of one of the main procedures for authorization to practice necessary to practice in France.

These professionals, often graduates in the Maghreb and Africa, were nearly 2,000 (1,716 on the main list, 261 on the additional list), out of the 4,800 candidates, to pass the knowledge verification tests (EVC). But these laureates saw their situation “frozen”. Their assignment to hospitals, which was to take place from February in the wake of the publication of the results, was stopped dead.

For the first time, winners were asked to choose from a list of positions, in order of their ranking. This had been established by the Ministry of Health, based on feedback from the regional health agencies (ARS), after collecting the needs of the establishments – previously, recruitment was done “over the counter” between winners and hospitals. But the machine seized up. Positions on list no longer exist, winners discovered after contacting hospital; departments that did not obtain the desired positions understood that they were going to lose the winners already working at home…

“Disdain for these professionals”

From the first interested parties to the heads of departments wanting to recruit, the bronca was general in the face of the “big mess”. This reform, introduced by the law of July 24, 2019however aimed to secure the status of foreign doctors and provide them with guarantees of finding a service for their two compulsory years of “skills consolidation course”, with the assurance of support by a “senior” doctor.

As a matter of urgency, the schedule was reviewed by the ministry. The assignment procedure will finally take place between May 23 and July 8. Above all, establishments were asked to once again report their needs by the end of April, in order to publish an updated list with additional positions. Last development: priority will be given, before those who have obtained a good ranking, to professionals already working in a hospital and who would like to stay there.
