a new proposal to encourage owners to carry out work

The organization wants to deploy the ‘sale in the future state of energy renovation’. This sales contract will subject the transaction to the performance of energy renovation work by the seller, by integrating the price of the work into the sale price.

Nothing is going well between real estate players and the government, despite regular announcements to avoid a housing crisis or facilitate access to credit. Faced with these various challenges, the National Real Estate Federation (FNAIM), in the midst of proposals to resolve the difficulties of access to real estate financing, the shortage of housing or the disaffection of rental investors, intends to support owners in the face of measures aimed at the most energy-intensive homes.

Soon a sale in the future state of renovation?

The urgency is there. While in just 18 months all G-class properties will be declared indecent and therefore prohibited from being rented, concern is growing among landlords who lack clarity and feel powerless, warns Loc Cantin, the president of the FNAIM. For the organism, it is necessary accelerate and massively renovate the housing stock.

And in this logic, the sale of a property is a key moment to undertake energy renovation work. Nevertheless, 47% of buyers of energy-intensive homes E, F, G do not realize them. Faced with this observation, the FNAIM therefore proposes, in the image of a purchase in the VEFA (sale in the future state of completion) in the new, the establishment of the VEFRe, for sale in the future state of renovation energetic. We offer to support sellers in carrying out work by bringing out green value. This sales contract will subject the transaction to the performance of energy renovation work by the seller, by integrating the price of the work into the sale price, explains Loc Cantin.

According to the FNAIM, which presented this proposal on Tuesday, June 13, the price fixed during the sale would distinguish the price of the works from the price of the existing one. The existing property would then be paid in full when the contract is signed with the notary, when the price of the work would be staggered over the time of the work.
