The vagueness surrounding the creation of France Travail is gradually dissipating. The Minister of Labor, Olivier Dussopt, kicked off the reform on Thursday, September 22, during a trip to Lyon, accompanied by the High Commissioner for Employment, Thibaut Guilluy, in charge of the prefiguration mission launched on September 12. Both also received, on Friday, all the actors concerned by the file for a “committee of stakeholders”, at the Ministry of Labor.

For the government, France Travail is one of eight projects – along with the reform of unemployment insurance, the reform of pensions, the foundations of work, etc. – which should make it possible to move towards its objective of full employment of here at the end of the quinquennium. The aim of the new structure is to improve both support for companies and for people towards employment. The schedule is now broadly known. For three months, ten working groups will have to establish a diagnosis and define the principles of action and will deliver their opinions in December. At the beginning of 2023, territorial experiments will be deployed in ten employment areas, during which several planned developments will be tested. The government then wishes to officially launch France Travail at the end of 2023, beginning of 2024.

A one-stop shop, physical and digital

Feared by many people, a merger of the various organizations (Pôle emploi, local missions, associations, etc.) should not, however, be the option chosen. The idea is rather to create a one-stop shop, physical and digital, for job seekers, whatever their profile, who would then be redirected to the various structures. With the aim, too, of better coordinating all these actors. Because today, many unemployed or recipients of active solidarity income (RSA) are poorly supported.

For example, in Corrèze, no recipient of the RSA is referred to Pôle emploi, according to a document from the committee of stakeholders that The world has procured. Similarly, according to the document, less than 60% of people in the RSA have a reciprocal contract of engagement, which normally defines the accompanying rules. The government has already announced a reform of the RSA aimed at conditioning it to fifteen to twenty hours of weekly activity. This will be carried out at the same time as France Travail and will be tested in the same employment areas.

Still, to improve this coordination, all the entities participating in the project must want to go in the same direction. If the regions have given a clear opinion and defend their ” ability to orchestrate France Travail at the level of its territory”the departments do not want to end up with a role of subcontractor. “We want to co-construct things with the government, explains François Sauvadet, President of the Assembly of the Departments of France. We do not want to simply receive injunctions. But the first signs of dialogue are very positive. »
