A simplification of the pay slip deemed to be a sham

The world of work coughs when Bruno Le Maire cleans up ” paperwork “ companies. Through his bill “of simplification of economic life”, presented Wednesday April 24, the Minister of Finance intends to tackle a monument of complexity: the pay slip. The goal is to make this document ” more understandable “, for employees as well as for bosses. But the approach arouses perplexity, even criticism, among unions, without necessarily convincing all employer representatives.

The pay slip serves to justify the net amount paid to a worker, mentioning – among other things – the various contributions and contributions which are withdrawn from gross remuneration to finance Social Security. It contains a lot of information, presented under titles that may disconcert its recipient. Pointed out for decades, this proliferation has already given rise to reforms, notably in 2015, in order to increase the intelligibility of this print, which plays an essential role for more than 25 million people in their relations with the administration, banks, landlords, etc.

But Mr. Le Maire thinks it is still possible to gain clarity. This is why he suggests lightening the content by passing “from more than fifty lines to around fifteen”. “Only the main aggregates making up the remuneration would now be returned, without details of the social security contributions made”it is written in the explanatory memorandum of the bill.

To make his point concrete, the Bercy tenant broadcast, on the social network X, a version of what could be the future pay slip. It highlights two indications: the “total employer cost” and the “net total payable” to the employee. However, if the latter wishes to verify the amount, it is expected that the company will provide him with all the information necessary to reconstitute the amounts appearing on the document.

“The government can do better”

The approach provokes contrasting reactions among employer movements. At the beginning of April, when it became aware of the main principles of this simplification, Medef expressed reservations to the Ministry of Labor, maintaining, in particular, that the planned modifications were likely to “remain without effect” for companies.

Since then, the organization chaired by Patrick Martin seems to have evolved since it has announced that “the objective of better readability of the pay slip is going in the right direction”. “This new presentation is likely to make reading easier”, adds Eric Chevée. The vice-president of the Confederation of Small and Medium Enterprises, however, finds it a shame “that the cost of social benefits is not mentioned by type of risk [maladie, accidents du travail et maladies professionnelles, etc.] ». “We also regret the absence of any reference to the activity bonus, he adds. In summary, it’s not bad, but the government can do better. »
