a tax on music streaming on the MoDem agenda in January

MoDem deputies intend to present a bill to introduce a tax on streaming platforms in order to finance the music industry, on January 18 in the Chamber, they indicated on Tuesday.

The question which agitates the music sector has already been the subject of a positive vote in the Senate in November, during the examination of the 2024 draft budget. But the government can reject these amendments by triggering a future 49.3 in the Assembly.

The proposal from the MoDem, a member of the presidential camp, serves to put pressure on the executive not to sweep away the Senate vote, confides a centrist parliamentary source. It appears on the menu of its parliamentary niche on January 18, an annual day dedicated to the texts of a minority group in the chamber.

A tax of up to 1.75% of platform turnover

If the Senate system is not retained in the budget adopted before Christmas, the deputy of Finister Erwan Balanant could return the charge to the Assembly. He suggests a streaming tax of up to 1.75% of the turnover generated in France by streaming platforms. The profit from the tax would be paid to the National Music Center to support the French music industry.

Six organizations in the French music industry welcomed the Senate vote at the end of November, while platforms like Deezer, Qobuz and Spotify are fighting this measure, a new production tax, they believe. On June 21, the day of the Music Festival, Emmanuel Macron raised the prospect of a tax on streaming revenues if the music industry did not agree on new ways of financing creation, and had posed the September 30, 2023 as the deadline.

MoDem deputies also intend to make other concrete proposals, such as the generalization of the employability permanent contract. Nicolas Turquois defends this indefinite-term contract within a company specializing in employee placement, in order to have a guaranteed minimum remuneration, rather than temporary work assignments paid piecemeal.

On property justice within the family, Perrine Goulet, for her part, wants prevent a person convicted of killing their spouse from benefiting from a marital advantage, and prevent cases of seizure of a main residence as part of joint repayment of a tax debt contracted by a former spouse. The MoDem also proposes a text to strengthen the status of the municipal councilor.
