Orange has updated the list of municipalities in which the ADSL network will soon be dismantled. There are 2,145 of them, and among them large cities that are not necessarily ready to switch to 100% fiber.
At the time of optical fiber and satellite internet deals like those of Starlink, it’s time to say goodbye to theADSL. The dismantling of the copper network was officially announced by Orange at the start of 2022. The initial objective is that it disappears from the territory by 2030. A year later, Xavier Niel denounced the slowness of the process, before being put in his place by Avicca, theAssociation of Cities and Communities for Electronic Communications and Audiovisual. Since then, the process has continued and entered into a significant acceleration phase.
Avicca specifies in a report thatOrange updated the list of municipalities affected by lot 3 of dismantling. They are 2145 in total, which represents 2.44 million premises including the individuals and the professionals. This is much more than batches 1 and 2, showing 167 and 827 cities respectively. In all the municipalities listed, residents will no longer be able to subscribe to an ADSL offer from January 31, 2026. Among those in lot 3, we find for example:
- Rennes
- Dax
- Brest
- La Ciotat
- Boulogne-sur-Mer
- Cagnes sur mer
- Bourg-en-Bresse
- The 3rd arrondissement of Lyon
We take note that some departments are widely represented. At the top of lot 3 comes the Mayenne with 105 municipalities, followed closely by the Charente Maritime (102) and the Batch (83). Conversely, others are missing from the rankingas the DordogneTHE GersTHE Tarn Or Paris. “Most often at their request,” specifies Avicca.

The cities subject to ADSL dismantling were not chosen at random. They are among those where optical fiber is widely deployed, but that doesn’t mean everyone can enjoy it right now. We remember that Orange claimed that it could not achieve 100% fiber, with the government having to force its hand so that the operator achieved the objectives set within the allotted time.

For his part, Avicca is worried about the work that remains to be accomplished. The association notes that “if in the end 74% of the municipalities in lot 3 have more than 98% FttH coverage (this rate even rises to 92% for municipalities with more than 95% connection), there remains surprisingly close to a fifty municipalities with less than 90% connection, including one… less than 50%! Thus, it is not less than 88,000 shots which remain to be built in all the municipalities of lot 3″. You can consult the complete list of 2145 municipalities, accessible to all.
