The state civil service unions on Thursday welcomed last-minute advances during the presentation by Minister Amlie de Montchalin of the final draft agreement on the reform of complementary health.

This was the last negotiation meeting for the new regime, and the unions are now giving themselves time to reflect on their vote.

The principle of the reform has been acted by ordinance since February: From 2024, public employers will cover 50% of the contributions of 2.5 million state employees to complementary bodies (mutuals, provident institutes …).

Representatives of FO, FSU, Unsa and CFDT questioned by AFP at the end of the meeting all underlined the efforts made for the retired agents. The minister agreed in particular toreduce by 10 years the age from which their contributions can no longer increase, from 85 to 75 years. And the cap on the amount of their contributions has also been lowered.

Another great satisfaction for the unions: the role of the joint monitoring committee has been strengthened. They will now put the text, of which they were expecting a final version in the afternoon, for discussion within their bodies. The signing with the government is expected on January 26, and everyone intends to take advantage of the time available.

Final advances that pave the way for a deal

We note these final advances, said Mylne Jacquot, secretary general CFDT Public Services, without however prejudging the outcome of the internal consultation. Ct FO, Christian Grolier said he was satisfied on the point of intergenerational solidarity as well as on the steering committee. We believe that we are close to an agreement with the trade unions, since we have responded to a very large number of their requests, the Minister of Transformation and the Public Service had argued on Wednesday evening. Now everyone must take their responsibilities.
