“Rider 9” to the medical convention binding liberal doctors and Medicare was initialed on Friday July 30 by three of the six representative unions among doctors (CSMF, MG France, Avenir Spé-Le Bloc). Discussions around this text, which combines a whole range of upgrades and financial incentives for professionals intended to apply from April 2022, were long planned for adjustments to the agreement dating from 2016. The unprecedented context of the epidemic crisis gave birth to the ambition to also make it a “Segur of the city”.

“Compared to what we could hope for, given the very large sums committed for the hospital [8 milliards pour les revalorisations notamment], it is necessarily below our expectations, but this amendment brings indisputable price advances, lines have moved ”greeted Jean-Paul Ortiz, President of the Confederation of French Medical Unions (CSMF). “This text is not a balance of any account, abounds Jacques Battistoni, at the head of MG France, the main union among general practitioners. It is the next medical convention, in 2023, which will have to respond to the great demographic challenge affecting our profession, with more patients to be taken care of while being fewer in number. “ Same reaction among the specialists of Avenir Spé-Le Bloc, whose representative, Patrick Gasser, sees it “A first step, not an end in itself, it will be necessary to go further”.

Public health issue

The negotiations resulted in a global envelope of 786 million euros, according to Medicare, i.e. a “Significant investment”, for Thomas Fatôme, its managing director, who was delighted to have been able to bring together a “Wide seat”. The three signatory unions make it possible to exceed the threshold of 30% necessary to ensure the validity of the agreement, and even represent nearly 54% of general practitioners, and 61% of specialists.

A first central measure relates to access to care for the elderly: the home visit will be upgraded with a health insurance rate paid to the doctor which will be doubled, from 35 euros to 70 euros, for people aged over 80s suffering from a long-term illness, four times a year. “Finally, this corresponds to the time spent and the workload for patients whose medical situations are often complex, supports Jacques Battistoni, from MG France. The current rate was clearly penalizing, bordering on volunteering. “
