Amending budget 2022: what does the second bill provide?

This Wednesday, in the face of the latest measures taken by the government for purchasing power, a second amending finance bill for 2022 is presented to the Council of Ministers. Mainly, this concerns the exceptional energy check, a measure which will cost 1.5 billion euros on its own.

While the National Assembly is working on the 2023 budget, the government must also adapt the budget for this year 2022 to the latest measures taken for purchasing power. This Wednesday morning, a second amending finance bill for 2022 is presented to the Council of Ministers. It provides for 2.5 billion euros in additional expenditure.

For the most part, it is the exceptional energy check of 100 to 200 euros paid to 12 million households from next week. This measure will cost 1.5 billion euros alone. There is also the extension of the 30 cents discount per liter at the pump. The discount, which was to disappear on November 1, will be valid until the 15th of the month. This represents 440 million euros of additional expenditure. We must also add the 275 million euros to help universities pay their energy bills and the 200 million euros to cover the increase in the price of fuel in the army.

Rising tax revenue

On the revenue side, Bercy recorded good surprises: two increases in tax revenue. This is 2 billion euros more via corporation tax and 2 billion euros more via income tax. Enough to revise the public deficit downwards: 4.9% instead of the 5% planned in the last text. For the rest, the government is still counting on growth at 2.7% and inflation at 5.3% in 2022.
