An interministerial committee for overseas territories scheduled for Tuesday

Prime Minister Elisabeth Borne will convene an interministerial committee for the Overseas Territories (CIOM) on Tuesday, which should make it possible to make the action of overseas communities more effective by enacting a certain number of legislative or regulatory measures.

In May 2022, the presidents of the regions of Guadeloupe, Runion, Mayotte, Martinique, Saint-Martin and Guyana, had signed the appeal from Fort-de-France, asking to meet the president to discuss a profound change in the policy of aid for the development of their territories stricken by poverty, and solutions to problems specific to the French overseas, which could go as far as constitutional reform.

At the end of a meeting in September with around fifty elected officials from the communities of the Atlantic Ocean and the Indian Ocean, Emmanuel Macron had indicated that he intended to give these communities the margins of action necessary for the invention tailor-made solutions to security and cost-of-living issues that affect their territories.

The proactive approach undertaken by the government and elected officials in the coming weeks will aim to identify the legislative and regulatory measures, both national and local, likely to make the action of local authorities more effective, while respecting each person’s skills and in taking into account the specificities of each territory. A roadmap on a timetable, concrete actions and investments by territory will be built on this basis, had underlined the Elyse.

All the actors were therefore called upon to collaborate in drawing up a first series of decisions which must be acted upon during this Ciom, which was to take place within six months, but the date of which has been postponed several times.

The Minister of the Economy, Bruno Le Maire, indicated that he was going to propose an in-depth reform of the dock dues, tariff protection on products imported into the overseas territories, during this Ciom.
