Arcom gives Eutelsat formal notice to stop broadcasting Russian channels

PARIS (Reuters) – Arcom, the French audiovisual regulatory authority, announced on Wednesday that it was giving formal notice to the French satellite operator Eutelsat to stop broadcasting the three Russian channels Rossiya 1, Perviy Kanal and NTV.

Arcom indicates in a press release that its decision follows a decision of the judge in chambers of the Council of State of December 9 last requiring the regulator to review its position concerning the distribution of the three Russian television channels by Eutelsat after a recourse by Reporters Without Borders (RSF).

According to Arcom, these three Russian channels broadcast programs devoted to the conflict in Ukraine comprising repeated incitement to hatred and violence and numerous breaches of honesty of information.

“Since, unlike Russia, Ukraine has signed and ratified the European Convention on Transfrontier Television, as has France, Arcom therefore has a legal basis to require Eutelsat to stop broadcasting these channels,” said Arcom.

Eutelsat has indicated for its part that it will no longer intervene in the broadcasting of these three channels.
