The Game Informer site got an insight into the game in advance and was able to test the first orders. They mean that these are mini-missions that require players to eliminate targets, collect items, or complete certain tasks.
Tokens for orders
Depending on your progress, one of these tasks can vary in length from a few minutes to half an hour. By completing these tasks you should be able to collect special tokens that you can use to purchase services.
