The objective of the device

To develop partnerships between the public and the private sector while supporting the employment of researchers, the government has set up, as part of the France Relance plan, in 2020, a aid to finance the employment of R&D personnel as part of projects carried out in partnership between public research laboratories and private companies.

This aid was put in place to compensate for the disappearance of the rule known as the “doubling of the base” of the research tax credit (CIR), which was intended to encourage companies to turn to public research organizations to carry out their projects. The end of the doubling of the CIR has worried public research actors, which has prompted the government to set up this new system.explains Florent Detroy, founder of POC Media, which specializes in public-private partnership research.

Operation

As part of this aid, young graduates at master’s level (bac + 5) or doctoral students are welcomed in public laboratories and made available to companies, as part of a collaborative research contract. This support can also concern R&D personnel recruited on a permanent contract within a company: the employees are then welcomed part-time within the laboratory for the duration of the project (from 12 to 24 months). The number of beneficiaries is limited to twenty employees per company.

All for-profit businesses created before 1er January 2019 and who have internal R&D capabilities, regardless of their sector of activity and size, can benefit from it. However, priority is given to start-ups and SMEs.

In order to benefit from this aid, the company must first approach a public research structure. The regional directorates for the economy, employment, labor and solidarity (Dreets, ex-Direccte), the regional innovation agency or the services of the secretary general for regional affairs (SGAR) can guide them. .

The recruitment of the young graduate is done at the level of the research establishment. Initially, the company can simply inform the structure of its R&D project, which in turn will submit suitable profiles to the territorial unit. The validation of the project will only be final once the people have been clearly identified.
