Breuer is the highest-ranking soldier in the Bundeswehr and a military advisor to the federal government. He was appointed last year, shortly after Defense Minister Boris Pistorius took office. He visited Ukraine in May 2023, shortly after taking office. Back then it was about military cooperation. He had promised Ukraine that Germany would support them “as long as it is necessary.”

Germany is one of Ukraine’s biggest supporters in the war against Russia. According to the Kiel Institute for the World Economy (IfW), Germany has provided a good 21 billion euros in military, humanitarian and financial aid since the Russian attack on Ukraine in February 2022 until the end of October 2023.
