An investigation has been opened to determine the degree of responsibility of the owners of the dogs, Justin and Ashley Bishop, in the incident. During an interrogation, Justin Bishop explained that he adopted Lucy and Bender from an animal shelter and never had a problem with them. “I have three children, you know.
