Lula explained that Brazil isolated itself for four years during the tenure of his predecessor Jair Bolsonaro. He openly blamed them. Bolsonaro did not strengthen international relations. That’s why he spread fake news. In his response, Biden was probably alluding to his predecessor Trump when he said: “Sounds familiar to me.”
