Budget 2023: where is the dialogue between the government and the opposition?

The government is preparing its draft budget for next year. The Parliament will seize it at the beginning of October. Before that, it is necessary to clear the ground with the oppositions. This is the objective of the Bercy dialogues. The first meeting took place on Tuesday with opposition parliamentarians. What conclusion can be drawn from this?

From the National Rally to the Insoumis via the Republicans, around fifty parliamentarians met for a first three-hour round table to discuss the draft budget for next year. All finally accepted the invitation of the Minister of Public Accounts, Gabriel Attal.

“It’s unprecedented in the Fifth Republic”

“You had opposition who had announced that she would not come. They came. It is not a question of saying that we are going to agree on everything. It is a question of saying that we can enrich the bill which is being drafted through feedback, proposals, remarks from the opposition. Which is unprecedented in the Fifth Republic”, he confides on Europe 1.

An idea of ​​dialogue from Bercy, which was not boycotted by the opposition, unlike the National Council for Refoundation (CNR). This method has at least the merit of not bypassing Parliament, according to MP LR Véronique Louwagie. “There, we are in a framework with a point that has been mentioned: that in no case will this dialogue disturb the prerogatives and missions of the finance committees”, she assures on Europe 1.

“A communication coup”, according to Coquerel

The representatives of the National Rally and the Nupes, they are very skeptical about the real will of the government to compromise. The chairman of the finance committee, Eric Coquerel, is not sure whether to participate in the other three meetings. “It looks like a communication stunt. We have four meetings, that’s a lot of time compared to the few useful information we’ve had. The rest, very sincerely, I approve of. It’s above all for them a repetition of the debates which will take place in the Assembly and in the Senate thereafter”, he underlines at the microphone of Europe 1. Debates which will be held in the hemicycles from October 10.
