The Enedis connected meter is far from unanimous in France. So much so that to stop the many refusals to install these new meters, the company has planned to increase the bill for refractories. Are the latter entitled to refuse the installation of the Linky meter?

The counter Linky not popular with many homes. First being the subject of a scam that cost its victims a lot of money, the connected meter was subsequently widely decried by many households. Many of them have indeed refused to see the new meter installed in their homes, so much so that Enedis has decided to increase the bill for these refractories.

A strategy that does not seem to have discouraged this couple who are about to settle in their new house in Moselle. But a few days before this little family moves in, there is still no electricity in their new home. The reason ? The connection work has not started because the couple opposes the installation of the meter Linky. Can we refuse the installation of the Linky meter?

According to her, the couple is entirely entitled to refuse the installation of the new meters put forward by the company Enedis. “We weighed the pros and cons and found more ‘cons’ than ‘pros’. I don’t want a connected object watching us. Enedis let us know it was either a Linky meter or nothing. They even offered to install it outside, but I still replied that I didn’t want it and that we were within our rights. And yet, Enedis is obliged to guarantee us access to electricity. We are in the winter period, without heating and without electricity. This blackmail and pressure is illegal”, told the young woman to our colleagues. The winter cold does not seem to discourage this couple who claim to have always paid their bills.

Damien’s companion reports that it is 6 degrees in his house without electricity. According to her, based on article L322-8 of the energy code, Enedis is responsible for “ ensure, under objective, transparent and non-discriminatory conditions, access to these networks”. Enedis is well aware of this case and wanted to respond to our colleagues. “Enedis is required to install a new generation meter for any new connection of a home to the public electricity distribution network. The company listens to all its customers and encourages permanent dialogue with customers who refuse the installation of the Linky meter. The installation of the smart meter is mandatory by law: it constitutes a legal obligation which the distributor fulfills. Individuals cannot refuse the deployment of meters in the event of persistent obstruction to its change, the customer may be subject to a “special statement” paying at least once a year”.

In other words, people who refuse the installation of the communicating meter are exposed to paying, every two months, additional costs of €8.30 on the electricity bill. However, no legal text obliges individuals to install these meters in their homes, it is the managers who are bound by such an obligation.
