Castex at the RATP: why his position prevents him from contacting the ministers

Chosen by Emmanuel Macron on Wednesday October 19, Jean Castex should become the president and general manager of the RATP. A decision that has been validated by the High Authority for the Transparency of Public Life (HATVP) but with certain reservations. The former Prime Minister will not be able to initiate contact for three years with the ministers and administrations he led.

Jean Castex, president of the RATP but under what constraints? Emmanuel Macron chose Wednesday, October 19 his former Prime Minister to be at the head of the Parisian transport company. If the president’s decision must still be ratified by the competent parliamentary committees, for its part, the High Authority for the Transparency of Public Life (HATVP) had issued, earlier in the week, a favorable opinion on this proposed appointment. However, it expressed certain reservations.

“Refrain from all procedures” for 3 years

These reservations were issued under the past functions of Jean Castex, within the framework of “the opening to competition of public transport in Ile-de-France”. The former head of government will thus have to “abstain from any approach, including the representation of interests”, with those of his former ministers still in office or with the “departments which were placed under his direct authority”, during three years, according to the opinion of the HATVP.

The former Prime Minister will therefore not be able to initiate contact with Matignon, Bercy or even the Ministry of Transport until 2025. A complex situation as the Rugby World Cup takes place next year in France and that the Paris Olympic Games start in less than two years.
