The Covid-19 coronavirus continues to gain ground. The balance sheet keeps getting heavier day by day. The new coronavirus epidemic now affects nearly 151,000 people around the world. In France, 5,423 confirmed cases are listed. And to date, the virus has caused 127 deaths on French soil *.

Nurseries, schools, colleges, high schools, universities … All schools are closed from Monday March 16 until further notice. This measure, announced by the President of the Republic, during his speech on March 12, was taken to "protect children" and "reduce the spread of the new coronavirus". In fact, according to Emmanuel Macron, Covid-19 is transmitted and spread faster through children, often carriers of the virus.

One of the strongest and most radical measures announced, this disrupts the daily lives of parents who must now combine both childcare and working life. Parents who cannot keep their children can stay at home to take care of them. They will be considered on sick leave and will therefore be compensated by Social Security.

The President of the Republic also warned during his speech that guard services will be set up "region by region", especially for children of "personnel essential to the management of the health crisis", that is, people working in health, hospital and emergency services, so that they can continue to go to work.

How to declare a work stoppage?

Health Insurance has set up a new service "declare.ameli.fr" to simplify requests for work stoppages for parents forced to stay at home to take care of their children, due to the closure of childcare facilities. reception of young children and schools. To benefit from this work stoppage, parents do not need to be sick.

This platform is reserved for employers. It allows them to declare work stoppage for their employees. For the time being, the judgment can be issued for a period of 1 to 14 days. "Beyond this period, the declaration must be renewed as much as necessary". The Health Insurance explains on its site that it is possible to "split the judgment or share it between the parents over the period of closure of the establishment" because only one parent can get a work stoppage at a time. In fact, the employee must provide his employer with an honor certificate certifying that he is the only one to request a work stoppage.

How is the compensation for work stoppage?

A decree, published last February 1 in the Official Journal, cancels the waiting periods. Conclusion: this work stoppage applies without waiting period. "Compensation has started" from an employer statement, on the Health Insurance teleservice. This declaration will allow the employee to collect "allowances daily and, if applicable, the additional salary of his employer from the first day of sick leave (without waiting period) ", indicates the Service-Public.fr site. No document must be provided by the employee and the procedure is completely paperless.

Who can benefit from the compensated work stoppage?

The system set up by Health Insurance concerns parents of children under the age of 16 at the time of the first day of sick leave and parents of children with disabilities under the age of 18 being taken care of in a specialized establishment.

What are the plans affected by this compensated work stoppage?

This procedure for declaring on the site applies "to employees of the general scheme, to agricultural employees, to sailors, to clerks and employees of notaries, to self-employed workers, to self-employed agricultural workers and to contractual agents of the public service", says Health Insurance. As for the self-employed, they must declare themselves in the service put online by the Health Insurance. Other special schemes, in particular public officials, are not affected by this system.
