The rise in energy prices particularly affects the inhabitants of condominiums heated by central heating.

As a result of the economic recovery, the problems encountered by the French nuclear fleet and especially because of the war in Ukraine, energy prices have exploded in a few months. As winter approaches, many are concerned about the price of their heating bill. Residents of buildings with a collective system are among the most vulnerable. First, because the rule in terms of co-ownership is the advance of costs. The tariff shield therefore does not offer immediate protection. In addition, some unions had to renegotiate their tariffs at the end of 2022, when these were multiplied by ten. Consequently, many co-owners now wish to dissociate themselves from the central heating system. Individualization of costs is theoretically possible. But in reality, it is quite complicated to obtain.

Compulsory individualization that is long overdue

The public authorities are in fact in favor of such an approach. According to the Environment Agency (Ademe). Individualisation “makes you aware of your energy expenditure by paying according to what you have consumed and adapting your consumption for adequate comfort. Energy savings from this measure can exceed 10% “. Consequently, since 2015, the law has even made it compulsory for sets whose average heating rate exceeds 190 kWh/m² per year for apartment buildings where less than 20% of the heat emitters are equipped with thermostatic valves, 150 kWh/m² per year for the others.

But this obligation often comes up against simple technical impossibility. He is necessary to be able to install certain measuring devices and regulation. Consequently, in practice, only 30% to 35% of the buildings concerned are equipped. And the work can be long. Therefore, individualization may not be possible for many applicants this year.
