The French government plans to use the health pass on arrival in France, Corsica and overseas, according to a draft law aimed at maintaining “a health monitoring and security system” until in March 2023. This document, published by the Atlantico site and whose authenticity was confirmed to AFP by the Ministry of Health, does not, however, provide for extending beyond July 31 the possibility of restoring the state of health emergency, nor a health or vaccination pass to restrict access to certain places or gatherings.
The three articles contained in the text
The text contains three articles, including one authorizing the Prime Minister to impose by decree the presentation of a health pass (negative test, proof of vaccination or certificate of recovery) from the age of 12 to “move to or from the French territory, Corsica or one of the “overseas communities”.
This border pass could also apply “to personnel working in the transport services concerned”. The government also wants to extend until March 31, 2023 the SI-DEP computer files (results of screening tests) and Contact Covid (infected people and contact cases).
The government wants to create a new body
He also wants to create a “committee for monitoring and anticipating health risks”, attached to the Ministers of Health and Research. This new body will be responsible for issuing “opinions on the health situation and the scientific knowledge relating thereto” and will be able to “formulate recommendations”.
A mission similar to that of the Scientific Council established in March 2020, except that its work will be “communicated” to the presidents of the National Assembly and the Senate. This draft bill “has been sent to the Council of State in recent days” and “will be the subject of discussions, before its presentation to the Council of Ministers, with the political forces, as we have always done”, said the office of the Minister of Health, Brigitte Bourguignon.
