This would mean that one could be required to present a negative test, in addition to the vaccination certificate, to access places not yet defined, when “the interest of public health and the state of the health situation” would justify it.
For this, the text must be presented next Monday during an extraordinary Council of Ministers, then examined in committee at the National Assembly on the following Wednesday. That same day, the Minister of Health, Olivier Véran, will be heard, according to the Official Journal, while the bill will be examined in the Senate for final adoption from January 5.
This emergency measure would potentially form part of the government’s new strategy to combat the rapid spread of the Omicron variant. He had indeed announced on December 17 the transformation of the “health pass” into a “vaccine pass” by the end of January 2022. But last Tuesday, he chose to accelerate the schedule with an exceptional Council of Ministers, then the review of the bill the same week, for entry into force earlier than expected.
“Although the vaccination and the health pass have so far made it possible to limit the consequences of the epidemic on the healthcare system, it remains under high tension, while interventions that had to be postponed during previous waves must also be reprogrammed “, justified the government in the explanatory memorandum of the text.
The executive is also worried that “more than a million people identified as at risk have still not started a vaccination scheme”. He thus calls on the non-vaccinated to receive their first dose of vaccine, the vaccinated to be injected their booster dose and the entire population to respect the barrier gestures as the Christmas holidays approach.
