The number of social housing allocations decreased by 4% in 2022 after a post-Covid catch-up in 2021, according to the annual report from the National Social Housing Control Agency (Ancols) published on Tuesday.

Nearly 420,000 allocations were counted in 2022, i.e. an allocation rate of 11.4%, when the volume of requests increased by 3%. This number of allocations is part of a trend of gradual decline in allocations, commented Baptiste Prestel, director of statistics, during a press briefing.

The number of requests active at least one day in the year exceeded 3.6 million in 2022. The allocations are lower in le-de-France as well as on the Mediterranean and Atlantic arc. Ancols, however, notes two positive points, including the increase in allocations in the most tense area (Paris, near suburbs) 31,000, a number which had not been reached since 2017.

An ever-longer delay in obtaining accommodation

In addition, the number of allocations for Dalo households (enforceable right to housing, editor’s note) recognized as priority has exceeded 24,000. According to Ancols, this record figure is the result of the increase in the number of Dalo applicants.

Among the households having been allocated housing, the waiting times before their request was successful continues to lengthen 520 days (+16 days). They also increased to 721 days (+14 days) for other households whose application is still active as of December 31, 2022.

If the waiting time for single-parent families having been allocated housing is on average less than 500 days, this duration exceeds this threshold for couples with children and grows strongly with the number of children in charge.

If the allocation volume falls by 4%, it increases for State agents (+28%) and also for students or apprentices (+6%). The unemployed are the category of households most affected by the drop in benefits (-20%)..

In volume, recipients of social housing mainly come from social housing (27%), private housing (25%) and accommodation with a relative (27%). Created in 2015, Ancols is responsible in particular for controlling and evaluating social housing organizations.
