To mark the start of her campaign, Anne Hidalgo went to Bichat hospital on Tuesday, January 4, in the 18th arrondissement of Paris, where she defended her “Marschall plan to save the public hospital”. In reality, these criticisms date back several months but have never gone beyond the sphere of regional policy. On April 7, three LFI elected officials wrote, for example, to the director of the AP-HP Martin Hirsch for this purpose. In a letter made public, Daniele Obono, Eric Coquerel, and Danielle Simonnet explain finding “simply absurd that the Assistance Publique des Hôpitaux de Paris, with the backing of the government and the mayor of Paris who claim to do everything possible to fight effectively against Covid-19, is considering a merger project which will ultimately lead to , the elimination of nearly 400 beds and more than 1,000 nursing posts “. On March 24, Ian Brossat, Anne Hidalgo’s Assistant for Housing, himself shared of his opposition to the project.

All refer to the planned merger of the Bichat and Beaujon hospitals, for its part located in Clichy in the Hauts-de-Seine, on a new hospital site: the Saint-Ouen Grand Paris-Nord university hospital campus. But what is it really? Has the mayor of Paris said he is in favor of this project? Is this merger intended to eliminate 1000 current jobs and 300 beds at Bichat?

Since July 8, 2020, Anne Hidalgo has been chairing the Supervisory Board of Assistance Publique-Hôpitaux de Paris (AP-HP), a body present in each hospital which brings together representatives of local authorities, representatives of the staff of the establishment. , as well as “qualified personalities”, as can be read on the AP-HP website, and which acts as a board of directors. It is therefore in her capacity as mayor that Anne Hidalgo was elected by the members of the council, confirms her campaign team. Anne Souyris, her health assistant, is also one of them.

Concretely, the “the supervisory board’s main missions are to express its views on the institution’s strategy and to exercise permanent control over its management” but has no decision-making power, according to Anne Hidalgo’s team. On the other hand, the council “deliberates in particular on (…) any measure relating to a territorial hospital community or merger project”. In this capacity, he examined on several occasions the planned merger of the Bichat and Beaujon hospitals. As on March 26, where it met under the chairmanship of Anne Hidalgo. We can read in the report that “the CS supports the development of a territorial health project based on the updating of the medical project of the Grand Paris Nord hospital”. A merger of the activities of Bichat and Beaujon

Now, will the merger really have the effect of suppressing resources? Concretely, the project plans to bring together on the same site in 2028 “the hospital activities of medicine, surgery and obstetrics of Beaujon and Bichat-Claude Bernard hospitals”, according to a press release. The construction of this campus, it must begin in 2024. The position of a fringe of the opposition in the region, starting with the LFI group, therefore consists in explaining that 1000 positions and some 300 beds at the Bichat hospital are going to be lost in this merger.

Regarding posts, the AP-HP rejects any accusation of budget cuts, ensuring that“it was never planned to cut 1000 positions”. She adds that“Work on the staff and the ratios most suited to the future hospital, in 2028, will also be undertaken from this year, in particular to take into account the density of care”. The subject is therefore not closed at the present time. Regarding the beds this time, the opposition to the project draws its calculations from the collective “North Hospital: Not that, not there, not like that”, according to which 305 traditional medicine beds will be eliminated.

The question of hospital hotel beds

Asked about this figure, the AP-HP admits that there will be 270 fewer conventional Bichat beds on the future hospital campus but that ultimately there will be more beds intended to accommodate patients. And this because “the current Bichat and Beaujon hospitals have fewer resuscitation and critical care beds than the project, fewer ambulatory beds, no crisis beds or hotel capacity for patients who have come from far away just for one day of examination or treatment “. In detail, the new campus will be equipped with “16% of intensive care and critical care beds” in addition to “96 additional beds installed and equipped, usable in the event of temporary tension or crisis, 60 additional beds usable in exceptional health situations, and 150 hospital hotel rooms”. In total, the future hospital “will have up to 1167 beds and places (as well as 150 hospital hotel beds)”, according to a press release from last March.

The collective, which we contacted, made a different count by not including these famous hospital hotel rooms. According to him, “the figures published by the APHP do not represent the reality of what is planned in the Grand Hôpital Nord project” because they would take into account “the parallel creation of nearby hospital hotels, which are not hospital structures but private hotels intended to accommodate outpatients operated on before and after their operations”.

In summary, Anne Hidalgo has supported the project to merge the two hospitals of the AP-HP. Now it seems premature to make a direct link between his support for the project and his vote for fewer staff and beds. The question of the workforce does not seem to be settled by the AP-HP. Then, the number of beds removed varies according to the point of view adopted (270 less conventional beds but 16% more intensive care beds) and the inclusion or not of hospital hotel rooms in the count.
