THE QUESTION. One “silent coup“: this is how journalists Matthieu Aron and Caroline Michel-Aguirre, great reporters at The Obs, describe the growing role of consulting firms in the management of State files. In their work Infiltrators (Allary Éditions), they describe how the government uses these consultants to support defense missions, write reports on French education policy or even support the State in the management of the health crisis.

At the end of their research, the two journalists provide an estimate of the bill for these missions entrusted to the private sector. According to them, the State would pay between 1.5 and 3 billion euros each year to consulting firms. A very wide range, but also very far from that defended by the Ministry of Transformation and the Public Service, of Amélie de Montchalin. Questioned by the Senate inquiry committee which is currently looking into the growing influence of consulting firms, the Minister indicated on January 19, 2022 that “over the 2018-2020 period, I can tell you that on average the expenditure was 145 million euros [par an]. How can such a discrepancy between the estimates be explained?
