According to the law of the Borne government, each period of fifty days under a TUC contract will therefore give the right to a quarter of retirement. An innovation because the remuneration was insufficient to benefit from it before.
Question from Francis, March 19, 2023
Do the TUCs entitle you to quarters for retirement? And how do I find the evidence, because I didn’t have a contract and I only found 4 payslips out of 12? THANKS
Hello Francis and thank you for your question. The reform of the Borne government integrates, for the first time, collective utility work (TUC) into the calculated retirement system.
For the youngest of our readers, the TUC was a subsidized contract created in 1984 under the government of Laurent Fabius, and repealed in 1990 with the introduction of the Solidarity Employment Contract (CES). According to the numbers, between 350,000 and 1 million people benefit from this type of contract in public services, associations or high schools.
Thanks to a quick calculation, we see that most TUC holders at the time will retire from the year 2024. According to the terms of the law pushed by the government, each period of fifty days under this status will therefore entitle one quarter up to four per year, in the same way as certain periods of sickness or unemployment benefit.
Indeed, the remuneration was insufficient – about 180euros for 24 hours per month – to contribute and acquire a quarter.
As for the documents you are missing, Francis, you need to ask the state services, who was your employer at that time. Indeed, the national pension fund advises in the event of guy pay slips to turn to your former employer. A duplicate must be issued to you.

You will find there in detail the number of terms already validated since the start of your career. You will be able to see if the administration has more information than you on this period of the TUC contracts. And in case of incomplete information, you will find on this same platform the useful contacts of the different schemes for your procedures.
All the information concerning your career is generally listed on this Info-Rretraite portal, thanks to the declarations made directly to them by employers and the various social organizations. To log in, go to the official Info-retraite.fr website, or to the My retirement account app. You can then use the FranceConnect platform. You will also be asked for your Social Security number.
Since the law is (very) recent and the decrees not yet published, it is also possible that the update will not be immediate. In the event of an emergency, you can also contact the Retirement Insurance services by telephone or email.
In anticipation of retirement, it is advisable to keep the following documents:
- Payslips;
- Employment contract;
- Unemployment certificates;
- Statement of daily sickness and maternity allowances;
- Proof of receipt of invalidity pension;
- Proof of an occupational accident pension.
