Domestic violence: despite the obstruction, the Assembly adopts the creation of a specialized jurisdiction wanted by LR

NARRATIVE – At the end of a session full of twists and turns, the parliamentarians voted on the bill of deputy LR Aurélien Pradié.

A victory at the end of the night. While the parliamentary niche of the Republicans was coming to an end, the bill (PPL) of deputy LR Aurélien Pradié aimed at creating a specialized court for domestic violence was adopted with 41 votes in favor and 40 against. After an evening marked by long speeches by the Minister of Justice, Éric Dupond-Moretti, all the parliamentary groups present decided to withdraw the amendments in order to shorten the discussions. Thus allowing the deputies to pass directly to the vote of the various articles.

And while all the elected officials present gave the text little chance of being voted on, it was finally adopted at midnight sharp, a few seconds before the end of the Republican parliamentary niche. Thus offering a second victory to the right on this day, after the adoption a little earlier of the PPL of deputy LR Julien Dive aimed at upgrading agricultural pensions.

Opposed to this text, the government once again played the obstruction

A defeat for the government and the presidential majority, opposed to this text and wishing to await the conclusions of a parliamentary mission launched on the subject. “The truth, above all, is that the majority does not want to give Pradié an update on this subject“, confided an elected official from the presidential camp, a few hours before the debates.

Throughout the evening, the Minister of Justice, Éric Dupond-Moretti, and the rapporteur of the text, Aurélien Pradié, engaged in numerous passes of arms. Before the latter, the end of the debates approaching, denounced the “pure, simple and detestable sabotage” from the minister, “talking as much as possible so that this text is not voted on“.

An opinion shared by the elected officials of Nupes and the National Rally, sharply criticizing the long speeches of the Keeper of the Seals. “I fear that if the word of Mr. Minister is not limited, it causes tumultuous scenes because we had to live a parliamentary niche sabotaged by the government and the majority. I wouldn’t want our Republican colleagues to suffer the same fate.“, lambasted the Insoumis Antoine Léaument.

The government decides to make us the same salad as last week“, was in turn moved the deputy RN Edwige Diaz, evoking the parliamentary niche LFI, during which executive and Renaissance deputies had largely obstructed the debates on the reintegration of non-vaccinated caregivers. Exaggerated positions? “No. This evening again, the obstruction of the ministers was proven“, confirms an elected Renaissance.

A game-changing adjournment

To the oppositions, the Keeper of the Seals retorted, and as the end of the session approached: “You sit on your convictions to force the text through, in a kind of little arrangement. And in addition, you criticize the government for debating! And all this, under the annoyed gaze of Olivier Marleix, pointing to his wrist, as if to say that midnight was approaching.

But the battle was already won: by asking for a two-minute suspension of the session, the president of the LR group was able to bring together all the opposition groups and obtain, after discussion, the deletion of their respective amendments. While the two ministers – Éric Dupond-Moretti and Isabelle Rome, Minister responsible for Equality between women and men – on the bench struggled to establish a response. “It seems the government didn’t really have a strategy. Dupond-Moretti and Rome have done as they please“, confides a framework of the Macron camp.

In the end, apart from the deputies of the presidential camp – Renaissance, Horizons and MoDem – voting against, all the parliamentarians present – RN, Nupes and LR – voted for this bill, which will therefore continue its way in the Senate. Only one small voice will therefore have been missing from the presidential camp so that this PPL does not pass. And this member of the majority to conclude: “Very few parliamentarians from the majority present on such a tricky subject… What a mistake!»
