Create emergency aid for victims of domestic violence: this is the will of centrist deputies and the National Rally, who are proposing a bill on the subject on Monday. This emergency aid, paid in the form of a zero interest loan, should allow victims who have nowhere to go to leave their homes as quickly as possible.
How to allow battered women to leave their homes as soon as possible? This is the question that some centrist deputies … and the National Rally have asked themselves. The latter present this Monday a bill aimed at creating universal emergency aid through a bill examined this Monday in the National Assembly.
Because the subject is worrying. It is estimated that every year 210,000 women are victims of domestic violence. And among those who seek to leave their homes, four out of ten have no accommodation offer, says the Women’s Foundation. So the deputies want to create an emergency advance in the form of a zero-rate loan, managed and paid by the family allowance funds.
A refund in several installments
This aid is therefore intended for victims of violence committed by their spouse or partner. But the latter can only be granted if certain conditions are met. First, the family court judge must issue a protection order for the victim. The latter must have filed a complaint and finally, a report must have been sent to the public prosecutor.
The loan will be released in three monthly installments. But to deal with these emergency situations, the first will be paid within three days. The victim will be able to repay his debt in one or more installments and obtain, in the event of precariousness, discounts or reductions. This system will allow its victims to benefit from additional aid, such as complementary solidarity health and social and professional support.
