Édouard Philippe believes that the lifting of the containment intended to fight against the Covid-19 will probably not happen "all at once, everywhere and for everyone".

How is the future shaping up in terms of emerging from the health crisis? Prime Minister Édouard Philippe announced during his hearing with the National Assembly fact-finding mission on the Covid-19 epidemic, his intention to present "a strategy of deconfinement" in "the coming days". "It is likely that we are not moving towards a deconfinement which would be general and absolute, all at once, everywhere and for everyone ", he warned.

This period is based on no precedent. No country "has never confined so many people so widely" and, therefore, no country "has never so widely deconfigured so many people", said the head of government. In France, several teams have been tasked with working on the issue, including the Scientific Council, which must deliver an opinion in the coming days.

"We asked several teams to work on this question by studying the opportunity, the feasibility of a deconfinement which would be regionalized, which would be subject to a policy of tests, depending, who knows, on age groups", continued the politician.

Use of tracking?

Accompanied by the Minister of Health, Olivier Véran, Édouard Philippe, answered many questions from the deputies, who participated in this first hearing by videoconference. The latter indicated that the government "was not currently working on instruments that would make tracking mandatory ", namely the use of geolocation to track the circulation of the virus.
"This device does not exist in France, because it would not be legally permitted "said the Prime Minister, but did not rule out using these methods "on the basis of voluntary commitment".

The Scientific Council emphasized, for its part in a previous opinion, that no lifting of the measures would be possible as long as "the objective" containment would not "achieved". This means that the peak of the epidemic will have to be largely passed and "the saturation of hospital services" has to be "contained", especially in resuscitation services.

And the bac 2020?

On the issue of the 2020 baccalaureate, "several options are on the table "and "it will not be possible to organize the bin under normal conditions ", explained the Prime Minister, specifying that the date of May 4 advanced by the Minister of Education Jean-Michel Blanquer for the resumption of classes was, at this stage, only one "hypothesis".

For the moment, the first attempts at deconfinement are currently taking place in China. In Hubei province, it is again allowed to leave home, work and travel since March 25, after two months in quarantine. The regional capital, Wuhan, will remain confined until April 8, however.
