Since the beginning of 2022, the amount of aid associated with energy savings certificates (EEC) has fallen sharply due to a drop in the incentive power of this system. In order to relaunch this mechanism which encourages energy renovation work, the government has announced three measures that will be implemented next September.
At the end of July, the Minister for Energy Transition Agns Pannier-Runacher announced three measures aimed at strengthening energy savings certificates (EEC). This device is supposed to encourage energy specialists to financially support individuals, companies and communities carrying out energy renovation work, reports Capital.
For several months, however, the device had become dysfunctional, leading to a drop in aid. The premiums were first reduced after the appearance of numerous 1-euro insulation scams. But since last January, it is above all a problem of incentives with energy suppliers (Total, EDF, Leclerc) which poses a problem.
Better supervision and new help
The public authorities set a multi-year energy savings target for them, which translates into a certain amount of ESC. However, many of these companies exceeded their target for the previous period, generating large stocks that reduced the incentive power of the target set for the new period. The price of CEEs therefore fell rapidly, causing the aid and the number of works ordered to fall.
To encourage energy companies to use CEEs again, the minister decided to increase the level of obligation by 25%. Due to the inertia of the device, the price could nevertheless take several months before rising. The Hellio group has however already announced a 15% increase in premiums from September in order to participate in the process.

At the same time, the Minister will launch consultations as soon as the school year begins to ensure better supervision of the EWCs and to prevent the current situation from reoccurring. Finally, the government announced the launch of a heating boost for collective housing, to help condominiums easily finance a connection to a heating network or the installation of a heat pump or a collective biomass boiler.
