Electricite de France: The EDF group is strengthening its organization to successfully complete the construction of new nuclear reactors in France


EDF is actively preparing, with the entire nuclear industry, the construction of new EPR2 reactors in France. With this in mind, EDF’s New Nuclear Engineering and Projects Department (DIPNN) is reorganizing with the appointment of a New Nuclear France Program Director.

1er June 2022, Nicolas Machtou joined the New Nuclear Engineering and Projects Department (DIPNN) as Director of the New Nuclear France Program.

In this capacity, he will lead the project management of the construction program for new EPR2 reactors in France. He will thus be in charge of controlling the industrial and technical execution of the program. He will also have to facilitate and accelerate the progress of the work aimed at bringing together the regulatory and financial conditions for the implementation of the orientations taken by the State, for which he will be the privileged interlocutor.

The design and construction engineering work is actively continuing under the direction of Gabriel Oblin, Director of the EPR2 Project. Since the beginning of 2022, the engineering teams have been mobilized, with those of the main suppliers of the French sector, to develop the detailed design and the licensing of the reactor. The EPR2 Project is also working on the preparation of construction sites on sites likely to accommodate the construction of 6 EPR2 reactors (1)

About Nicolas Machtou
Nicolas Machtou began his career in 1998 alongside Marisol Touraine in the National Assembly, before joining the Brussels office of VIVENDI’s general secretariat in 2000. In 2003, he carried out a study on gas supply security at the International Energy Agency. In 2004, he joined the Director General of the Energy Regulatory Commission to work on the liberalization of the electricity and gas markets. In 2006, he joined RTE (Réseau de Transport d’Electricité), first with the chairman of the management board, then as head of the “subsidiaries and new activities” division in the finance department. In 2012, he was appointed “energy, environment” technical advisor to the cabinet of Jean-Marc Ayrault, Prime Minister. In 2014, he was appointed referendum advisor to the Court of Auditors and member of the college of the Authority for the regulation of rail and road activities (ARAFER). In October 2015, Nicolas Machtou was appointed energy, sustainable development, transport, housing and city advisor to François Hollande’s cabinet at the Presidency of the Republic. In 2017, he joined Enedis as Deputy Director in charge of Ile de France and member of COMEX. He was Chairman of the Board of Citelum since June 1, 2020.
Nicolas Machtou is a graduate of Paris II University and Columbia University in New York.

About Gabriel Oblin
Gabriel Oblin began his career at EDF in 2002 in the Nuclear Production Department where he held various positions. In particular, he was head of the department in charge of operating the reactors at the Civaux power plant.
From 2010 to 2012, he joined the Audit Department of the EDF group as a senior auditor. Then, from 2012 to 2014, he joined the Executive Director of the EDF group in charge of production and engineering, as well as the Asia/Pacific zone. It also contributes to the strategic reflection on the merger with Framatome.
Since 2014, he has been leading the EPR2 Project in charge of the design of the reactor, its “licensing” with the Nuclear Safety Authority and the preparation of contracts and potential hosting sites for the 3 pairs of reactors. He is also a member of the Supervisory and Orientation Committee of Edvance.
Gabriel Oblin is a graduate of the Ecole Polytechnique and the National School of Advanced Techniques. He is certified IPMA level A project manager.
