Elisabeth Borne inherits burning issues on the economic and social front

Elisabeth Borne, new tenant of Matignon, has not yet revealed the composition of her government, but her economic and social agenda for the coming months is already clear. Inflation and purchasing power, tax cuts, pension reform… Overview of the Prime Minister’s priority projects.

  • Introduce the “purchasing power package”

This is certainly the most urgent file. Elisabeth Borne will take office in a context of growing inflation, particularly in energy and food products, despite nearly 30 billion euros deployed since the fall to contain the effects. An amending finance bill is expected after the legislative elections and should include a major “purchasing power package”, implementing several promises made during the presidential campaign.

Among these, the tripling of the Macron bonus to 6,000 euros, the abolition of the audiovisual license fee, the unfreezing of the civil service index point, the early revaluation to 1er July social minima and pensions (indexed to inflation), or the establishment of a food check whose outlines are still unclear. To this will be added the extension until the end of 2022 of the tariff shield on gas and electricity prices as well as the discount of 18 centimes per liter at the pump. A set valued between 10 and 15 billion euros in a context of strong economic uncertainty, and while the opposition accuses the majority of letting public spending drift.

  • Organize ecological planning

The Prime Minister will have to orchestrate, as soon as she is appointed, one of the President of the Republic’s key promises in the fight against climate change, the economic and social stakes of which are high: the organization of ecological planning, of which she will have the responsibility. The tenant of Matignon will have to rely on two ministries “ strong », in the words of Emmanuel Macron: one in charge of “energy planning”in other words the revival of nuclear power, the other “responsible for territorial ecological planning”, which will oversee household support policies. An institutional project that promises to be complex, since it presupposes a redistricting of the existing system and significant coordination with Bercy.

  • Carry out pension reform

In social matters, Emmanuel Macron’s program is based on a key idea, ” work more “. The Head of State wants there to be more labor available in order to support growth and increase the volume of wealth produced. From this orientation stems the pension reform. The President of the Republic wants to push back from 62 to 65 the age of opening of rights to a pension, by proceeding in stages – at the rate of four additional months per generation. Thus, those who want to leave in 2028 must be 64 years old. Such a measure will initially reduce expenditure on these benefits, while increasing revenue – since working people will contribute longer. Thus, some 15 billion euros in savings could be generated by 2030, which will be used to fill the deficit of pension schemes and to finance other public policies – in favor of the loss of autonomy, in particular.
