Elisabeth Borne wants to launch “closer cooperation” with Algeria

Words matter, especially in the tormented relationship between France and Algeria. The first day of Elisabeth Borne’s visit to Algiers, Sunday, October 9, was an opportunity to exchange with her Algerian counterpart, Aymen Benabderrahmane, rhetorical courtesies that speak volumes about the desire of the two capitals to erase the acrimony of the past year. In a statement to the press at the end of the fifth edition of the high-level intergovernmental committee (CIHN, the diplomatic format governing relations between the two executives), Mr. Benabderrahmane praised “the quality of the dialogue”, “the excellent spirit” and “an unprecedented and exceptional high-level partnership” taking shape in his eyes between Paris and Algiers.

The French Prime Minister, for her part, welcomed the “the atmosphere of trust and brotherhood” which marked this first day in Algiers, illustration of the” commitment “ of both countries “in the implementation of a renewed relationship”, in order to build even closer cooperation between France and Algeria “. According to Mme Borne, the meeting of this intergovernmental committee, in which some fifteen French ministers took part – some of whom signed several technical agreements – anchors “a new dynamic and a sustainable cycle that will benefit our two peoples and their youth”.

Significant detail, the two heads of government have constantly referred, in their address to journalists, to the meeting, at the end of August in Algiers, between Presidents Abdelmadjid Tebboune and Emmanuel Macron. One way of admitting that the new dynamic outlined is first and foremost the fruit of a personal relationship between MM. Tebboune and Macron and that it is now appropriate to “translating into action the vision of our heads of state”according to the formula of Mme Thick headed. And to admit, above all, that nothing is gained if the mobilization of the administrative apparatuses on both sides does not follow. The presence of a large French ministerial delegation – to which the Algerian side was sensitive – aimed precisely at forging individual relations between the heads of the two executives, in order to bring their respective services in their wake.
