The “independent plan” presented by Emmanuel Macron on Thursday, September 16 at the annual meetings of the Union of local businesses (U2P), seems to take the measure of the evolution of the world of work by articulating short-term measures and long-term perspectives .
Until then, we were faced with a paradox: while the growth of autoentrepreneurs has never been so rapid, with 2,700 registrations per day for this regime, their feeling was never to be considered in the economic and social landscape of our country. country.
And yet, of the 3 million self-employed people registered today, more than 2.3 million are self-employed. From January to May 2021, nearly 300,000 of our fellow citizens registered as autoentrepreneurs, 100,000 more than during the first five months of 2020.
They now represent more than 10% of the working population of our country, have generated nearly 200 billion euros in turnover for ten years, and have paid around 40 billion in social security contributions.
Administrative simplification and reduced taxation
The “independent plan” presented by the President of the Republic first of all provides significant answers in terms of the protection of the personal assets of the entrepreneur, and will thus make it possible to avoid the disastrous addition of family failure to the economic failure. It also brings administrative simplification measures and reduced taxation at the time of transfer of activity.
So many welcome measures, but which are aimed at companies in often privileged or regulated sectors, and remain quite far from the problems of the “new world” of the self-employed born in 2009 with the autoentrepreneur regime.
Most of these “new independents” have no assets. Their main asset, if not their exclusive asset, is their labor power. They therefore need less today for heritage protection, and more for protection of their ability to retain this precious ability to create wealth.
On this aspect, the President of the Republic invited all parties to a broad negotiation so that the site of a real convergence of social protections of all workers, whether salaried or self-employed, can finally begin.
Avoid a third status
While a reform of unemployment insurance, which for the moment excludes self-employed entrepreneurs, is underway, the major flaw in their social protection remains the provision of occupational accidents and illnesses, whether professional or no, but also their retirement.
