“We believe you, we protect you, we support you. » It is under these auspices that the new roadmap of the Independent Commission on Incest and Sexual Violence Against Children (Ciivise), installed the same morning by Minister Catherine Vautrin. An anticipated meeting as the work of Ciivise 1, co-chaired by the children’s judge Edouard Durand and the social worker Nathalie Mathieu, had aroused hope among adult victims of incest, in the first place.

As previously announced, it is a Ciivise with “extended missions” which begins its work for the next two years. In addition to incest, the fight against cyberpedocrime, the prostitution of minors, the issue of minor perpetrators and child victims with disabilities were discussed.

In its final report, submitted to the government at the end of November 2023, Ciivise 1 made 82 recommendations. Very few have been taken up at this stage. In the coming months, “we will be attentive to see what measures, currently under study in the various ministries, will be taken up and implemented”, said the new president and ex-rugby player Sébastien Boueilh at a press conference. A former victim of rape during childhood, he is the founder of the Colosse aux pieds d’église association, which works to prevent sexual violence in sports.

“There is no break with Ciivise 1”

“We will work on the management and deployment of the training plan [élaboré par l’ancienne équipe] intended for adults in contact with children », he continued. A “questionnaire for minor victims” will be built so that it is “deployed nationally and intended for all people who accompany minor victims”. The objective: “refine prevention”by documenting in particular “the obstacles encountered in their journey”. Ciivise 2 will constitute a national network “aid and support for victims and collateral victims”.

Dividing subjects, such as the imprescriptibility of sexual violence against minors or the obligation of reporting by doctors – two measures included in the final report of Ciivise 1 – will be “debated” in the new circle, promised co-president Caroline Rey-Salmon, pediatrician and forensic doctor: “There is no break with Ciivise 1, whose work we salute. This is the operational side that we are starting today. »
