France Strategy calls for directing purchase bonuses towards light electric vehicles

Bonuses and other incentives for the purchase of electric cars could be better targeted towards lighter vehicles and more modest households, advises the France Strategy organization, attached to the Prime Minister, in a note published Thursday.

In particular, this couldsend an incentive signal in favor of the purchase of smaller and lighter vehicles – which make it possible to minimize the carbon impact compared to a thermal vehicle – while limiting the increase in public expenditure linked to the ecological bonus“, according to the authors. The granting of the ecological bonus could also be gradually adapted to the economic situation of households, like the conversion bonus, underline the authors of the note. In addition, the weight penalty, which depends on CO2 emissions and applies from 1.8 tonnes, should not only be reinforced for polluting vehicles, but also extended to electric vehicles, according to France Strategy.

The scale of the penalty will already be raised in 2023, its maximum amount rising to 50,000 euros for a large Porsche SUV or a muscular BMW sedan (which emit more than 225 grams of CO2/km).

Anticipating this change in the penalty would offset, through additional tax revenue, the increase in public spending dedicated to the ecological bonus resulting from the increase in sales of electric vehicles“, emphasizes France Strategy. To help the most modest households, a leasing system at 100 euros per month is possible and effective, but only for small electric vehicles, underlines France Strategy.

In 2021, notably under the effect of the “France Recovery», more than 270,000 bonuses have been granted for the purchase of light vehicles, for an amount of approximately 1 billion euros disbursed and an average bonus of 3900 euros.
