The federal and state governments want to agree on the following points:
- An extended one Federal-state crisis team should deal with the problems of the vaccination campaign in the Chancellery. This included logistics and the distribution of the vaccine.
- Everyone who decides to have a first vaccination or who needs a second or booster vaccination should be able to receive it by Christmas. The speech is there of up to 30 million vaccinations.

- Also in retail trade should only have access to vaccinated and convalescent people (2G). The shops should control access. Shops with goods for everyday use are excluded from the rule.
- For Unvaccinated people should have strict contact restrictions are valid. Private get-togethers in public or private spaces, in which unvaccinated or unconcealed persons take part, should be limited to one’s own household as well as a maximum of two persons from another household. Children up to 14 years of age are exempt from the rule. The restrictions should not apply to private gatherings in which only the vaccinated and convalescent participate.
- Large events are limited. However, there should not be ghost games in the Bundesliga. An upper limit is planned, which is a maximum of 10,000 people. An agreement on the exact amount is still pending. In principle, however, the 2G rule should apply. A negative test may also be necessary here.
- Clubs and discos are to be closed in areas with a seven-day incidence above 350. An agreement on the exact level of the incidence is still pending.
- In schools should Mask compulsory in all grade levels are valid.
- The federal states should ensure that the measures are also monitored. This applies in particular to the vaccination status, which should be checked using apps if possible.
- One facility-related vaccination requirement for employees in geriatric care facilities and hospitals, for example, should be initiated by the federal government. Furthermore, the Bundestag should “promptly” based on group proposals on a general compulsory vaccination decide. It should then apply “as soon as it can be ensured that all those who want to be vaccinated can also be vaccinated promptly, ie from around February 2022”. The Ethics Council should develop a recommendation for this by the end of the year.
