It has now been several weeks since Gabriel Attal was offered the post of Prime Minister by Emmanuel Macron. An opportunity that he seized, at only 34 years old, which made him the youngest appointed Prime Minister of the Fifth Republic. This Tuesday, January 30, Gabriel Attal presents his roadmap and the projects he has as Prime Minister to the National Assembly before doing so in the Senate this Wednesday. The opportunity to take an interest in the salary received by the head of government.
Since 2012 and a reform desired by François Hollande, ministers’ salaries are indexed to what is known as the index point. In other words, the calculation of a minister’s remuneration is the same as for that of all civil servants. The index point is used to calculate the gross salary of civil servants, magistrates, soldiers and certain contractual agents.
In 2007, when Nicolas Sarkozy came to power, the President of the Republic focused on transparency and put his salary at the same level as that of his Prime Minister at the time: this is how Nicolas Sarkozy and François Fillon were paid exactly the same, i.e. 21,300 euros net per month. Five years later, in 2012, François Hollande also made some changes to this remuneration. If he insisted on maintaining equality between the salary of the Prime Minister and that of the President of the Republic, he chose to reduce all remuneration by 30%, thus lowering the salary of the two heads of the executive to 14,910 euros gross monthly.
This is the reason why Gabriel Attal will receive the same salary as Emmanuel Macron. But the latter will be higher than expected. Due to the index point increased by 1.5% on July 1, 2023, the new remuneration amounts to 15,900 euros gross per month. The monthly gross salary of ministers and delegated ministers is equivalent to “at 1.4 times the average of the highest salary and the lowest salary received by civil servants occupying state jobs classified in the ‘off scale’ category”, we learn on the website capital.fr. The salary is then inflated by a residence allowance, i.e. 3% of the salary, and a function allowance, i.e. 25% of the sum of the salary and the residence allowance.
Multiple benefits in addition to generous compensation
In addition to receiving nearly 16,000 euros gross per month for his position as Prime Minister, Gabriel Attal – a millionaire but not an owner – benefits from considerable advantages. Two company accommodations are notably made available to him, namely the Hôtel de Matignon located rue de Varenne in Paris and a secondary residence based in Essonne: the Château de Souzy-la-Briche.
By becoming Prime Minister, Gabriel Attal also inherited the automobile fleet and drivers made available to the head of government. A car service with driver from which he will benefit until the end of these days as indicated South West. Gabriel Attal can also travel free of charge on the rail network while he takes up his post. On the other hand, unlike Emmanuel Macron, President of the Republic, he will not benefit from a lifetime pension.
Another advantage, the expenses “directly linked to the exercise of ministerial functions“are supported by the State, further informs Capital. Thus, expenses relating to the organization of receptions, official events and award ceremonies, as well as those of press briefings or those linked to travel, are covered up to 100,000 to 150,000 euros. On the other hand, the “personal or family expenses of members of government” remain at their own expense.
