If you don’t have access to the Lair of Stormterror yet, head to the Ventlevé area instead. Near the Statue of the Seven, you will be able to find said resource. Note, also, that we managed to recover some around the teleportation point, located between the Domaine de l’Aurore and Deauclaire (image below).
Finally, note that it is possible to buy paddle Chrysanthemums with an NPC. To do this, just go to the City of Mondstadt and talk to Flora about the “Flower Language” shop.
