Despite the current low level of unemployment, the barriers to entry for a job remain high for those who have been excluded. With a good education, however, the unemployed could increase their chances of entering the labor market.

In principle, all job seekers benefit from the low level of unemployment that currently prevails in Switzerland. But of course there are differences. The barriers to entry are not the same for everyone, explains Fatos Bag, director of the umbrella organization for work integration in Switzerland:

“People who are healthy, who have a good education, currently find it much easier to find a job than people who do not have certain basic requirements.” And it is precisely those people who have difficulties entering the labor market.

It’s not the case that you can make computer scientists out of all unemployed people.

You don’t have the right qualifications for the vacancies. In order for them to be able to gain a foothold in the labor market, large investments would be needed in their education.

No one is really responsible for those who are excluded

But people who are no longer entitled to daily allowances are often left to their own devices; nobody is really responsible for them. Although the RAV and social welfare also offer advice for them, most of the so-called “displaced persons” leave the employment agency and only go to the social welfare office when there are no more reserves left and they urgently need financial help.

Bag thinks that’s problematic. The social security funds would have to invest earlier in the training and further education of those who had been deported. This is also in the interests of employers who are dependent on workers. The longer someone is unemployed, the more difficult it becomes to get back in.

It is also clear to Bag that there will always be people who, despite their best efforts, cannot find a job: “There will always be these people. It’s not like you can make computer scientists out of all these people.” Because not all job seekers have the same opportunities.
