The city of Bègles (Gironde) would like to be even ahead of the law. In 2004, Noël Mamère, mayor of EELV, had celebrated a marriage… between two men, nine years before the promulgation of the law on marriage for all. In 2023, the ecologist Clément Rossignol Puech, his successor, hopes for the legalization of the production and consumption of cannabis in his municipality.

As mayor confronted with trafficking, I propose to Emmanuel Macron to make my municipality of Bègles in Gironde the first territory of experimentation for the culture, sale and supervised consumption of recreational cannabis.“, wrote the city councilor on his Twitter account, Wednesday, in reaction to a publication of the Economic, Social and Environmental Council (Cese), advocating “legalization of the so-called “recreational” uses of cannabis“.

The Cese considers in its opinion that “despitethe establishment of a prohibition system for more than 50 years, one of the most repressive in Europe, France is the European Union country with the highest proportion of drug users, with 45 % of 15-64 year olds who have used cannabis at least once in their life, compared to 27% in the whole of the European Union“.

“It’s especially for the Béglais children”

This consultative constitutional assembly wishes, moreover, “strengthening the repression of trafficking aimed directly at minors » and proposes «to no longer penalize the use and cultivation of cannabis on a personal basis“, and proposes to regulate the production of cannabis by separating the medical and recreational sectors, “by making organic farming the standard in production“.

Specifying in the columns of South West that it doesn’t count”to open a coffee-shop on (his) own initiative» and that it is above all a question of «inform the State that there are local elected officials ready to roll up their sleeves“. Clément Rossignol Puech hopes with this announcement “advance thinking“. The environmentalist believes thatall the mayors of the Bordeaux agglomeration, whatever their side, face these problems of health and traffic at the foot of the building“. For him, the question is not the prerogative of any party: “Personally, I don’t smoke, and if I get involved, it’s mainly for Béglais children.“, he testifies.
