The regulation of rents for reletting is renewed until the summer of 2024 in tense areas. This means that landlords cannot, with rare exceptions, freely increase rents between two tenants.

This is news that will make tenants smile a little, in a market that really needs it: the rent control system relocation is extended in tight areas for a period of one year. A decree published on July 21 extends until July 31, 2024 the provisions of the decree of July 27, 2017 relating to the evolution of certain rents in the context of a new rental or a renewal of a lease.

Thus, when a new lease is concluded (tacit renewal or new tenant), the landlord cannot freely increase the rent. The decree in fact sets a maximum amount for changes in the rents of bare or furnished housing in the event of re-letting or renewal of the lease for each of the continuous urbanization zones of more than 50,000 inhabitants where there is a marked imbalance between supply and demand for housing, leading to serious difficulties in accessing housing throughout the residential stock.

1149 municipalities concerned

In practice, note PAPthis system applies in 1,149 municipalities in twenty-eight metropolitan areas, representing a total of approximately 50% of the French population.

However, there are exceptions: if the owner can justify major improvement works or if the rent had hitherto been manifestly undervalued, then the landlord may increase his rent between two tenants or upon renewal of the lease.

Nevertheless, it is also necessary that the housing is not considered as an energy sieve. As a reminder, landlords can no longer apply rent increases for housing classified F or G in the energy performance diagnosis (DPE).
