Guadeloupe: the State refuses to yield on the vaccine obligation after the invasion of the Regional Council


BRAS DE FER – The state on Friday ruled out any negotiations aimed at “repealing a law of the Republic” in the aftermath of the outburst of anti-health pass protesters. The latter invaded the hemicycle of the Regional Council of Guadeloupe.

An act of “unprecedented violence”, according to the government. The social crisis that has shaken Guadeloupe since the beginning of November saw a resurgence of tensions on Thursday, demonstrators invading the Regional Council. “No room for negotiation to repeal the law”

The latter – a collective of organizations, unions or citizens – must decide on Friday what to do with the movement. They ask that the State join the negotiating table, which has been interrupted for two weeks, to discuss the issues at the origin of the social crisis in Guadeloupe, with first and foremost the vaccination obligation. They particularly want to obtain “the end of all sanctions and suspensions of remuneration taken against thousands of public and private employees” refusing to be vaccinated, said the collective of protesters in a statement.

For the Ministry of Overseas, this request is inadmissible. Yes “the State is present to find solutions in its field of competence, as it does with the mayors on youth”, there is “no room for negotiation to repeal a law of the Republic voted by Parliament”, in this case that requiring health personnel and firefighters to be vaccinated to work. No question either for the ministry of an amnesty for those who would have committed violence on the police force, within the framework of the social crisis which shakes the archipelago since the beginning of November.

A social crisis since November

In Guadeloupe, where a first case of the Omicron variant was detected on Saturday and where the fourth wave of Covid-19 killed more than 800 people, resistance to vaccination is strong. The archipelago was affected in November by a protest movement, sometimes violent, born of the opposition to the obligation for nursing staff and firefighters to be vaccinated against Covid-19. The conflict turned into a social crisis.

Negotiations to end the crisis collapsed two weeks ago after the signing of a “method agreement” by local elected officials and the collective but not by the State, absent from the process. For its part, the French Overseas Ministry announced three days ago that health personnel in the Antilles refractory to the vaccine obligation would be “suspended” on December 31 and could “move towards a new profession” via a “reconversion cell”.
