HAS offers the 1st national reference framework to better assess the situation of a child in danger

In order to improve child protection systems, the Haute Autorité de santé has drawn up its first national reference framework. Thus, each healthcare professional will have the same toolbox.

Every five days, a child is killed within his family circle. In addition, 61% of French people wait until they are sure to act and alert the authorities. Every moment counts, a few minutes are enough to change everything. "The situation of children at risk is a major societal issue", recalled Prof. Dominique Le Guludec, president of the college of the High Authority of Health (HAS), during a press conference organized on January 20.

"The health situation in 2020 and the various confinements have given rise to an alarming increase in child abuseIn fact, during the first confinement, there was an increase in domestic violence with a 56% increase in calls to the 119 Children at Risk number.

Thus, the national framework of the HAS will contain three booklets and practical tools, common to all health professionals in order to have appropriate care.
Here's what's in this toolkit:

  • “Booklet 1 specifies the conditions to be put in place at the level of global governance in order to optimize the collection and processing of worrying information at the level of a department (formalization of roles and training of professionals within the departmental advice, identification and definition of links with partners in a territory, time for exchanges between partners, relations between departmental councils, etc.) ”
  • "A booklet 2 defines the circuit for collecting and processing worrying information: how should the first analysis of the worrying information be carried out? How should the assessment be carried out? Who does what? What tools to put in place, etc."
  • "Booklet 3 is an assessment guide intended primarily for professionals responsible for assessing the situation of a child / adolescent following worrying information"

A new device that will be evaluated with feedback after twelve to eighteen months.
