
The motions of censure did not obtain a sufficient number of votes and the pension reform has now been adopted. The generations born in 1965 and 1966 will be the most penalized by the transition to 43 years of contributions for a full pension.
After several hours of debate, the two motions of censure against the Borne government did not obtain a sufficient number of votes. The pension reform is therefore considered adopted and should be implemented from 1 September. The oppositions have nevertheless warned that they will lodge appeals before the Constitutional Council, which can censor part or all of the text. Once these appeals have been examined, the President of the Republic, Emmanuel Macron, will be able to promulgate the bill.
As requested by the executive, the legal retirement age will be gradually raised by three months per year to reach 64 in 2030against 62 years today, and it will then be necessary to justify 43 years of contributions to receive a full rate pension.

And precisely, the generations born in 1965 and 1966 – who will therefore be 58 and 57 years old in 2023 – are the big losers of this accelerated movement compared to the Touraine reform which provided for a level of contribution of 43 years in 2035. To reach this new ceiling set by the government, these workers will have to justify three additional quarters.

To obtain a full pension and validate a so-called complete career, you must validate quarters. And to validate a quarter, you must receive a minimum income over 3 months. In 2023, it will be necessary to receive 1690.50 euros of gross salary for the validation of a quarter (compared to 1585.50 euros a year earlier), this amount being revalued at the rate of the rise in the minimum wage.

But people born in 1965 and 1966 are not the only ones to be penalized. Those born from the summer of 1961 will see the conditions of their retirement change first following the reform presented by Elisabeth Borne. More specifically, these are those born between September and December 1961 who will have to work an additional term and accumulate 169, or 42 years and 3 months. Then it is all employees born between 1962 and 1972 who will have to work between 1 and 3 quarters more than currently planned.
