A new financial boost to find a solution to the hospital crisis: the government announced on Thursday a total of more than one billion euros in revaluations for caregivers, in particular in favor of night and Sunday work .
After a summer when the hospital and in particular the emergencies were on the razor’s edge, due to the shortage of caregivers, the response of the executive to try to avert the crisis was awaited at the turn by the world of health. .
“We need your help to hold on”, declared a regulating doctor from the Samu de Seine-Maritime to Prime Minister Elisabeth Borne, visiting Rouen on Thursday evening.
In the process, the head of government, in line with the Ségur de la Santé of 2020, chose to untie the purse strings again, with the key to the promise of an “attractiveness shock”, according to Matignon.
For Ms. Borne, “the challenge” is to recognize these “particular constraints that doctors” and nurses have in the hospital: “night work, Sundays and public holidays”.
To retain paramedical staff, who are increasingly fleeing the hospital, “we are going to increase the remuneration for caregivers, nurses by 25%”, announced Elisabeth Borne. For non-medical staff, the government provides for a 20% increase in the allowance for Sunday work.
As for doctors, “we are going to perpetuate the 50% increase in call duty that we had experienced since last summer, and it will extend to all doctors, both public and private”, declared Elisabeth Thick headed.
Last measure: the remuneration of on-call doctors in the public hospital will be “aligned” with those of the private sector, which are more favorable.
Of the 1.1 billion euros of the overall cost, 600 million correspond to revaluations already announced but which are “perpetuated” and 500 million relate to new measures, which will be included in the Security financing bill (PLFSS) 2024, said Matignon.

According to the Ministry of Health, these upgrades also concern the staff of the Samu and therefore the Medical Regulation Assistants (ARM) on strike since the beginning of July to demand better recognition in the face of an “explosion” in the number of calls in recent months.
Today, “we have all the levers” to “put this kick at the bottom of the pool, get our heads out of the water,” Aurélien Rousseau told reporters.

The federation of hospitals in France (FHF, public hospital) reacted by welcoming a “strong sign” requested “for a long time”.
For Agnès Ricard Hibon, spokesperson for the French society of emergency medicine (SFMU), “these revaluations target periods of great difficulty” and go “in the right direction”. But “it’s not all about money”, and working conditions must also be improved, she told AFP.
“The Ségur was a first step to catch up, there we are taking a second step, but we are a hundred behind,” commented Jean-François Cibien, president of the inter-union Action Practitioner Hospital (APH), for whom additional efforts will still be needed.

“Obviously once we do that we do not exhaust the topics on the attractiveness of the hospital”, recognized Mr. Borne who wants to “accelerate” also on the issues of organization and quality of life at work .
During her visit to Rouen, Ms. Borne also decided to open up to pharmacists, under conditions, the direct prescription of antibiotics to patients with urinary tract infections or angina.
Several professionals had already recently seen their skills extended: since this summer pharmacists, nurses or midwives.
