Housing, transport, energy, tourism: the new ministerial powers

The attributions and outline of the policy of each ministry were published Thursday in the Official Journal, in particular distributing the tasks between the ministries of Ecological Transition and Energy Transition which remain closely linked.

Amlie de Montchalin, Ecological Transition and Territorial Cohesion, and Agns Pannier-Runacher, Energy Transition, share the attributions of Barbara Pompili, former Minister for Ecological Transition, but also of Jean-Baptiste Djebbari, the former transport minister.

Amlie de Montchalin notably inherits issues of sustainable development, the protection of biodiversity, planning and the fight against urban sprawl. The issues of quality of housing, energy efficiency and the fight against indigenous housing – previously brought together in a Ministry of Housing – also come back to him. The policy of renovation and energy performance of buildings remains horse between the two ministers. Together with the Minister for Energy Transition, the Minister for Ecological Transition also provides for adaptation to climate change, air quality and technical regulations for vehicles.

On his side, Agns Pannier-Runacher defines and implements energy policy, in particular to ensure security of supply and access to energy, to fight against climate change and to promote energy transition. In detail, it prepares and implements the policy to reduce greenhouse gas emissions and promotes sustainable management of scarce mining resources. It is she who takes authority over the Directorate General for Energy and Climatewhich she shares with Amlie de Montchalin on issues of climate change, air quality and technical vehicle regulations.

Ms. Pannier-Runacher will also be competent in the development of sustainable energies and the construction of new nuclear reactors, but also in the decarbonization and electrification of the road transport sector, in particular, fleet conversion and development of electric vehicle charging infrastructure.

The award decrees published on Thursday also respond to a question from professionals in the tourism (8% of GDP), who are hoping for a dedicated portfolio after the legislative elections of 12th and 19th June. The sector, absent from the government of Elisabeth Borne appointed on May 20, comes at the bottom of the pack in the attributions of the Minister of Economy, Finance and Industrial and Digital Sovereignty.
